Adds the standard mod CI workflow (.forgejo/workflows/mod-ci.yml, copied from the WP-125 template) so Forgejo can build and boot the mod on every pull request.

Onboard item 6c76c02430092e3a.

Note: this PR is not meant to be merged by the bot. Once merged, branch protection on master must require the "Mod CI / verify" check — see docs/how-to/onboard-a-fabric-mod.md in rdfrn-infra.
