Adds the standard Mod CI workflow (.forgejo/workflows/mod-ci.yml, copied verbatim from the rdfrn-infra template) so Forgejo builds and boots every PR.

Onboard reasons: .forgejo/workflows/mod-ci.yml is missing; the default branch is not protected. After merging, branch protection on main must require the "Mod CI / verify" check for this to be a gate. See docs/how-to/onboard-a-fabric-mod.md in rdfrn-infra.
