Adds .forgejo/workflows/mod-ci.yml (from the WP-125 template) so Forgejo CI builds and boots a dedicated server with the mod loaded on every pull request.

Required before the mc-mods automation can port this mod; the workflow itself is only a gate once branch protection requires the "Mod CI / verify" check.
